California Incentives are available to help you replace an old tractor with a new, zero-emission electric tractor.
The California Air Resources Board offers two main incentive programs: The Carl Moyer program and the FARMER program. Both programs focus on replacing old diesel tractors with cleaner, less polluting equipment, like our electric tractors.
The first step in the grant process is submitting an application. You can use this map to locate your local county air district and start the process.
California’s local air districts are responsible for administrating funds from the California Air Resources Board. The application periods vary from district to district, so it is recommended to contact your local district first to determine which programs they offer and if money is available. You must own a diesel tractor you want to scrap and replace in order to apply.

The Funding Agricultural Replacement Measures for Emission Reductions (FARMER) Program provides funding through local air districts for agricultural harvesting equipment, tractors, heavy-duty trucks, agricultural pump engines, and other equipment used in agricultural operations. The FARMER program offers a scrap and replace incentive which would pay up to 80% of the cost of an electric tractor. Find out more

The Carl Moyer Memorial Air Quality Standards Attainment Program (Carl Moyer Program) provides grant funding for cleaner-than-required engines, equipment, and other sources of air pollution. The Carl Moyer Program is implemented as a partnership between CARB and California’s 35 local air districts. CARB works collaboratively with the air districts and other stakeholders to set Guidelines and ensure the Program reduces pollution and provides cleaner air for Californians. Find out more

A rice farmer in Colusa County and a plum farmer in Tehama County were able to upgrade their agriculture equipment with the help of the Carl Moyer Program, offered through the California Air Resources Board.
UPDATE: New Zero-Emission FARMER Guidelines
On April 15, 2022, CARB added a new Zero-Emission Agricultural Equipment Guideline to their FARMER program; essentially making it easier for people to scrap and replace their old diesel tractor with a new electric tractor. Zero-emission off-road equipment is becoming more readily available in the agricultural industry. Further, the FARMER Program Guidelines point to the Carl Moyer Program Guidelines, which require replacement equipment be certified or verified. Since certification standards or verification procedures for zero-emission off-road equipment currently do not exist, these projects must be approved on a case-by-case basis, which may present delays in funding such projects. This new project category will increase and streamline opportunities for zero-emission equipment while promoting technology advancement in the agricultural sector.
